  • b. 5-4.1 User Certification Provisions (Please note: Interpretations by the BATF of Title 27, Code of Federal Regulations, require persons purchasing motors or propellant modules weighing more than 62.5 gm outside of their state of residence to acquire a User of Low Explosives Permit. To obtain this permit, one must be 21 years of age. Tripoli is not in the business of federal regulatory enforcement and officially recognizes 18 as the certifying age because one can legally participate in all levels of rocketry without this permit if they so choose. It should be noted that Focal laws may determine otherwise. All members are encouraged to obey any law that applies to them.
